Indian and Corruptuion

India has shown a marginal improvement in perceived levels of corruption over 2006, Transparency International’s annual Corruption Perception Index 2007 released today revealed.

On a scale of 0 to 10, India has registered an integrity score of 3.5 this year against 3.3 in the previous year and 2.9 in 2005. The country is ranked 72 among 180 countries. Last year, India was ranked at 70 out of 163 countries and in 2005 it was 88 out of 159 countries.

“Unlike the developed countries where corruption is restricted to higher levels, in India corruption is rampant at the grassroots level where you have pay a bribe to get a ration card,” R H Tahiliani, chairman, Transparency International India said.

On a scale of 0 to 10, Denmark, Finland and New Zealand scored 9.4 and occupied the top slot. Singapore, Sweden and Iceland scored 9.2 and above, indicating very low levels of corruption in developed nations. The scores this year are relatively higher than last year, says the report.

While China with 3.5 points is better placed than India on corruption, Pakistan with 2.4 points is at 138th position.

“A strong correlation continues to exist between poverty and corruption. Forty per cent of the countries scoring below three points and where corruption is perceived as rampant are classified as low-income countries by the World Bank,” he said.

The report also shows that excluding Bhutan (5.0), India’s Corruption Perception Index (3.5) is the highest in South Asia against 3.2 of Srilanka (rank-94), 2.5 of Nepal (131), 2.4 of Pakistan (138) and 2.0 of Bangladesh (162).

Though the country has shown a marginal positive movement, there is no room for complacence. We are still far below the developed countries with scores over nine points,” Tahiliani said.

The CPI index, which looks at public sector perceptions in 180 countries and territories, shows the scores of Somalia and Myanmar are the lowest at 1.4 points.

    1. Reason for reduction is govt policies and privatization.
    Also with privatization there will be less corruption on lower level and higher corruption on higher level.

    2. Government policies can reduce corruption. a better policies will reduce corruption. example is reducing government size. This is the typical Delima where the right wing says reduce govt size to reduce corruption. Left says increase govt size to help poor people. Govt has to find the balance in policies.

    3. the GDP has overshadows important social aspects like Corruption. This will again become issue as elections come closer. I dont think strong economy means less corruption. But better policy change due to privitization has reduced on aspect of corruption.
